Not long ago, at the Fourth International Conference on Transport, Logistics, and Management held in Dar es Salaam, Tanzania's Minister of Transport, Professor Makame Mbarawa, issued an appeal that sounded simple yet carried great weight: the country must abandon fragmented, project-based thinking and instead build a multimodal transport system that links rail, road, port, aviation, and water transport. Behind these words lies a proposition that is extremely pointed for many developing countries—when the construction boom fades, what remains is either an efficient value chain or an uncoordinated concrete jigsaw puzzle?
The value of the system is greater than the sum of its parts

All of this follows the normal logic of an emerging economy seeking to shorten geographic distances and integrate into global trade. A modern railway, if poorly linked to ports, if inland freight cannot smoothly reach the freight yards, will fall far short of its full value. This is precisely the core insight of global supply chain research: transport efficiency is determined not by any single node, but by the smoothness of the connections. A consignment dispatched from an inland place of origin first goes by truck to a rail freight station, then travels by rail to the port, and finally boards an ocean-going vessel bound overseas—throughout this process, any delay, increase in cost, or information break at a transfer point magnifies the losses across the entire chain. For Tanzania, this means compatible technical specifications, synchronized timetables, efficient loading and unloading equipment, digitalized documentation flows, and regulatory coordination that transcends departmental interests.
Geopolitical potential and the logic of competition
Tanzania possesses natural locational advantages: a long Indian Ocean coastline and a corridor position leading into the hinterlands of East and Central Africa. Landlocked neighbors such as Burundi, Rwanda, Uganda, Zambia, and the Democratic Republic of the Congo all regard it as a potential outlet to the sea. But in modern international trade, the "endowment" of geographic location is no longer scarce—ports can be built in deep-water areas, railways can extend across plains, and as shippers, what they truly care about is cost, time, and predictability.Minister Mbarawa was unsparingly blunt: Tanzania must rely on service quality—not merely its location on the map—to compete in regional logistics. The Port of Rotterdam became the gateway to Europe because its inland waterway, rail, and road systems are carefully orchestrated into an unbroken continuum. These cases repeat the same lesson: the real bottleneck in connectivity often lies not in hardware, but in coordination and governance.
Transport Costs Are Productivity's Hidden Thread
When the minister calls for lower logistics costs and shorter cargo transit times, he is in fact addressing the deep structure of national competitiveness. Transport costs flow directly into prices: for manufacturers, high freight charges raise the cost of raw materials and equipment; for farmers, poor road connections may mean that harvested produce cannot be sold in time for a good price; for exporters, an unreliable supply chain can cost them contractual credibility in international markets.
Transport efficiency, then, is fundamentally a productivity issue. If transport infrastructure is viewed as pure expenditure, it will always occupy a weak position in budget bargaining; but if it is viewed as an economic platform for raising total factor productivity, its policy priority rises sharply. Dira 2050 hopes to make Tanzania an industrialized, knowledge-driven economy, and achieving those ambitions depends to a large extent on a tightly interlocking supply chain network—factories need raw materials delivered on time, agro-processing centers need fresh produce to enter production lines within predictable time frames, and retail and distribution systems need stable inventories. When investors judge whether a country deserves deeper engagement, they also quietly calculate the speed and cost of moving goods from the factory gate to the international port.
Cities, Climate, and Digitalization: Inescapable Topics
The proposition of multimodal transport is not only about cross-border trade; it also reaches directly into the city itself. In Dar es Salaam, a rapidly expanding metropolis, congestion is devouring commuters' time and eroding corporate efficiency. The Bus Rapid Transit (BRT) system is certainly beneficial, but if it is not planned in coordination with rail transit, non-motorized lanes, and freight logistics, it cannot by itself support an efficient metropolis. Woven into the minister's words is a way of thinking that embeds transport planning in the economic landscape: transport is not an independent engineering field, but the lifeblood of urban and regional economies.Another unavoidable variable is climate change. As climate risks intensify, bridges, railways, ports, and roads must all withstand the test of extreme weather. Minister Mbarawa's call to "plan for 2050" means factoring the full life-cycle costs of infrastructure into today's construction stage. Rather than rebuilding after storm damage, it is better to raise resilience and standards from the very start of construction. In a sense, green transport is not a burden but a long-term form of efficiency.
Digitalization, meanwhile, is the invisible infrastructure of integration. Modern logistics increasingly depends on real-time information: cargo tracking, traffic dispatch, paperless customs clearance, automated port operations, AI-assisted route optimization, and predictive maintenance. But as the Minister warned, if each department builds its own platform in isolation from the others, digitalization will merely mirror physical fragmentation. The real breakthrough lies in enabling secure and smooth data exchange among railway companies, port authorities, customs, and logistics operators.
Governance may be the hardest engineering
A close look at Tanzania's challenges reveals that the greatest difficulty is not the complexity of civil engineering, but the coordination among institutions. Different modes of transport often belong to different ministries, companies, regulatory regimes, and investment plans. Each part can perform well against its own performance indicators, yet the overall system remains inefficient. This is almost a universal governance puzzle: ports speed up while inland railways lag behind; railways expand capacity while distribution gets stuck; cities build roads only to be overwhelmed by even faster growth in car numbers.
To break through this situation, the only path is for institutions to shift from project-based to chain-based planning and accountability. This means establishing data-sharing mechanisms and performance evaluation systems that cover the entire transport chain, as well as giving the private sector—manufacturers, farmers, traders, and logistics companies—a more substantial voice in policymaking. After all, those who truly feel the bottlenecks are the people who deal with goods every day.
Tanzania's ambition is to become East Africa's logistics hub and an industrial powerhouse. But the world will not wait for it merely because of its geographical location. From construction to integration, from projects to systems, this transformation—just now clearly articulated—will determine whether, when 2050 arrives, the country already has the skeleton that supports prosperity.
